We have seen all to often where leaders of an organization may have a sincere commitment to their employees and citizens yet they do not adequately convey that message. As a consequence, the perception of the employees and citizens may be quite contrary to the facts. As we have said before, perception is the truth. What people perceive is what they believe. The wrong perception usually results in a lack of confidence in their leader.
